3 N Street NW is a building owned by Pecar Properties for which Thomas Development consulted. The building was originally leased as 6 student units, but was converted to Section 8 Housing. This change, suggested and implemented by TD, increased its net income by 2.5x in the conversion at a cost of about $20,000. This block was changed from low density residential to medium density commercial in DC's new Comprehensive Plan draft.
